What is a customs transit document (carnet de passage)?

It is an international document issued by the World Travel and Tourism Association in Geneva (AIT) or the International Automobile Federation in Paris (FIA), and both of the aforementioned associations are affiliated with the international organization (the United Nations).

What is the importance of the Carnet de Passages en Douane (Triptik)?

The importance and value of this document lies in the fact that it exempts the car owner from paying a cash deposit equivalent to the customs duties owed on their vehicle in the country they are entering. For example, if a car owner has a television, video player, or similar item, they would certainly have to pay the applicable customs duties or provide a cash deposit, which they would refund upon leaving the country after verifying that the item was in their possession. So, what about a car? This is why the concept of the international carnet de passage (Carnet de passage) was developed. The Carnet de passage is an international document accepted by customs authorities in all countries for the entry of a car without requiring a deposit or other customs procedures. The issuing club guarantees the payment of customs duties if the car enters a country and does not leave for any reason after the permitted stay period expires.

The car owner must protect this document from damage and loss and return it to the club when it is no longer needed or when it expires. It is also crucial to read the instructions printed on the cover of the document and the envelope in which it is kept.

Leaving a vehicle in a country without paying customs duties is prohibited. Furthermore, theft, fire, or damage to the vehicle does not absolve the owner or guarantor of actual liability in such cases.

Therefore, the owner must follow the established procedures and then contact the customs authority in that country to settle the customs issue, pay the applicable duties, or remove the vehicle from the country.

What is the permitted duration for leaving a car outside?

The permitted stay for a vehicle in any country varies from country to country and from one nationality to another, but is generally three months. This period is renewable in some countries with the approval of their customs authorities.


Renewal is granted for special circumstances such as medical treatment, study, or other reasons deemed acceptable by the customs authorities of that country.

International Driving Permit:

This permit is valid in the territories of all contracting states, except for the territory of the issuing state. It is valid for one year from the date of issuance for driving vehicles belonging to the category or categories indicated on the last page of this permit.


It is self-evident that this permit shall not, under any circumstances, affect the holder's obligation to fully comply, in all countries he/she visits, with the laws and regulations in force relating to the establishment or practice of a profession. It shall be considered null and void, particularly in the country where the holder is habitually resident.

An international driving permit is required in the following cases

  1. Visiting Arab countries and renting a tourist car.
  2. Visiting foreign countries, whether with a Saudi car or without, or for the purpose of renting a tourist car there.
  3. Students abroad to enable them to obtain a local driver's license in the country where they are residing, if its local laws permit it.
